MINUTES of the City Council, July 8, 2025
The city council of Moody, Texas met in a regular session, July 8, 2025. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:
- CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro-Tern, John Carpenter, Richard Moore, Carol Haas, Michael Bransford, and Cody Goodwin. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
3. Item #3 Public comments on Agenda items.
None.
4. Item #4 Public comments on Non-Agenda items.
None.
5. Item #5 Review and approve City Council minutes from Regular meeting on 6/10/25 and 6/12/25. A motion was made by John Carpenter to approve the minutes with a correction needing to be made on the spelling of Richard Moore’s last name. Michael Bransford seconded the motion, all for and none against, motion carried.
6. Item #6 Staff reports, Utility Director, Police Chief, and Administrator.
7. Item #7 Transfer $10000.00 from General fund into Utility fund. Transfer $10,000.00 from General fund into Savings account. An explanation was provided by the City Mangager. A motion was made by Cody Goodwin and seconded by Michael Bransford, all for and none against. Motion carried.
8. Item #8 Executive session if needed. Not needed.
9. Item #9 Adjournment. A motion was made by John Carpenter and seconded by Carol Hass to adjourn the meeting. All for and none against. The meeting was adjourned at 6:13 p.m.
