MINUTES of the City Council, October 14, 2025
The city council of Moody, Texas met in a regular session, October 14, 2025. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:
- CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor, Charleen Dowell, Mayor Pro-tem, John Carpenter, Richard Moore, Carol Haas, Michael Bransford, and Cody Goodwin. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
3. Item #3 Public comments on Agenda items.
None.
4. Item #4 Public comments on Non-Agenda items.
None.
5. Item #5 Review and approve city council minutes from meetings from regular meeting 09/09/2025 and called meeting on 09/12/2025. A motion was made by Michael Bransford and seconded by John Carpenter, all for and none against, motion carried.
6. Staff reports: Staff reports were given from Utility Director, Chief of Police and City Administrator.
7. Item #7. Variance for mobile home at 21st & Ave E. An explanation of this matter was given by the owner of the property. A motion was made by John Carpenter and seconded by Richard Moore. Permission was granted to place a mobile home on said property.
8. Item #8 Update drought contigency plan for T.C.E.Q. A motion was made by Michael Bransford and seconded by John Carpenter, all for and none against, motion carried.
9. Item #9 Ammend general fund budget. The City Manager explained the changes that were made to the general fund budget. A motion was made by John Carpenter and seconded by Cody Goodwin, the ammended general fund budget was approved.
10. Item #10 Alcohol Sales. Mr. Creese Goodwin spoke to the council regarding, alcohol sales in Moody, a motion was made by Cody Goodwin and seconded by John Carpenter to table the matter. This was tabled for a later date.
11. Item #11 Discussion of current employee situation in the Utility Department. Item #11 was discussed in an executive session that started at 6:32 p.m. Council discussed the situation and there was a motion to pay 2 employees that are out due to illness for at least 1 month and discuss the matter once more in 1 month or so. A motion was made by Cody Goodwin and seconded by Carol Haas, all for and none against, motion carried.
12. Executive Session ended at 7:02 pm.
13. Adjournment. A motion was made by Michael Bransford and seconded by Richard Moore, all for and none against, motion carried. The meeting was adjourned at 7:03 p.m.
