MINUTES of the City Council,  June 10, 2025

The city council of Moody, Texas met in a regular session, June 10, 2025. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro-Tern, John Carpenter, Richard Moore, Carol Haas, Michael Bransford, and Cody Goodwin. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
  3.   Item #3 Public comments on Agenda Items.

Dorothy Sanders was in attendance and spoke on dog issues.

4. Item #4 Public comments on Non-Agenda Items.

None.

5. Review and approve City Council Minutes from Regular meeting on 5/13/25.

A motion was made by Richard Moore and seconded by Carol Haas, all for and none against, motion passes.

6. Item #6 Staff Reports, Utility Director, Police Chief, and City Administrator.

7. Item #7 Property Annexation on Hwy 107 & properties located at Blue Cut and Eddy Gatesville Parkway.

No action was taken on this item, the City Manager was asked to speak to the City Attorney in this matter.

8. Item #8 Nomination of EDC member to fill a vacancy.          

The council needed to nominate someone, Councilman, Michael Bransford was nominated. A motion was made by John Carpenter and seconded by Carol Haas, all for and none against.  Councilman, Michael Bransford was appointed.

9. Item #9 Animal Control Update

Chief of Police, Ray Lantz and the City Manager, Keith Fisher spoke to the council on going to the surrounding cities and asking about their animal control and measures. An idea to construct an enclosure and provide a 72 hour temporary storage for dogs was presented to council. This is said to give owners and opportunity to retrieve their dogs before they are sent to the Waco Animal Shelter. A fee of $75 would initially be paid upon pick up and it would be an additional $10/ per day up to 72 hours. Chief Lantz also discussed that a rabies and vaccination clinic would be done as well, in order to make sure that the citys’ pets were compliant. This would include registrating citizen’s pets. A motion was made by Richard Moore and seconded by John Carpenter, all for and none against. Motion is carried.

10. Item #10 Executive Session if needed.

No executive session needed.

11. Item #11 Adjournment.

A motion was made by Richard Moore and seconded by John Carpenter, all for and none against, the meeting was adjourned at 7:05 p.m.
