MINUTES of the City Council, September 12, 2023

The city council of Moody, Texas met in a regular session, September 12, 2023. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro-Tem, John Carpenter,  Richard Moore, and Jennifer Houghton present. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
  3. Public comments on non-agenda items.

None.

4. Public Comments on agenda items.

None.

5. Item #5 James Martin is requesting water for his livestock at the back of his property. The property meets at 5th street and Montgomery Lane. Motion was made by Richard Moore to speak with the City Attorney in regard to the possibility of Mr. Martin having been grandfathered in or any other possibilities. This was seconded by Jennifer Houghton. All for and none against. Motion passes.

6. Council was asked to review and approve the General Fund Budget 2023-2024. There were a few revisions that the council has asked to be made. Richard Moore made a motion to approve the budget pending revisions. Motion seconded by Jennifer Houghton. All for and none against, motion passes.

7. Council was asked to review and approve the Utility Fund Budget 2023-2024. There were a few items that need to be reviewed on the budget. A motion was made by John Carpenter and seconded by Jennifer Houghton. All for and none against. Motion passed pending revisions.

8. Motion was made by Jennifer Houghton to adjourn the meeting and was seconded by Richard Moore. All for and none against, meeting was adjourned at 7:15 p.m.
