MINUTES of the City Council, July 20, 2023

The city council of Moody, Texas met in a regular session July 20, 2023. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charlene Dowell called the Public Hearing of the Moody City Coucil to order, determined that a quorum was present with herself, John Carpenter, Richard Moore, Josh Richter, Jennifer Houghton and Karla Alton present.  Member of the Council Bar also in attendance was the  City Administrator and Police Chief. The City Council was called to order and the Regular Session started at 6:00 P.M.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The Group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
  3. Public comments on agenda items.

None.

4. Public comments on non- agenda items.

None.

5. Council was asked to review and approve City Council minutes from regular meeting 6/13/2023. Motion was made by John Carpenter to approve and seconded by Richard Moore. All for and none against, motion passed.

6. Item #5 was presented; Mr. Patrick Johnson is requesting for a change of zoning for 300 Ave. A, which currently is zoned as commercial. He is requesting it be changed to residential. Motion was made by Josh Richter to accept zone change and seconded by John Carpenter. All for and none against, motion passed.

7. Item #6, Mr. Campbell spoke on how the Little League fields need some care, specifically, levelling out the boys’ field and requested the City help with the cost of repairs needed. Motion was made by Josh Richter to allow the City Manager, Keith Fisher to make decisions for needed repairs to ball field. This motion was seconded by Jennifer Houghton, all for and none against, motion passed.

8. Item #7 Vincent Guerra is requesting road closures for Back-to-School Party downtown on August 5. This event will be from 10 a.m. until 2 p.m. where haircuts will be available, and backpacks will be handed to children for school. Motion was made by Josh Richter and seconded by John Carpenter, all for and none against. Motion passed.

9. Item #9 Staff reports were given by the Utility Director, Police Chief and City Manager.

10. Motion was made by Jennifer Houghton and seconded by Richard Moore, meeting adjourned at 6:23 p.m.
