MINUTES of the City Council, June 13, 2023

The city council of Moody, Texas met in a regular session June 13, 2023. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charlene Dowell called the Public Hearing of the Moody City Coucil to order, determined that a quorum was present with herself, John Carpenter, Richard Moore and Jennifer Houghton present.  Member of the Council Bar also in attendance was the  City Administrator and Police Chief. The City Council was called to order and the Regular Session started at 6:00 P.M.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The Group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
  3. Public comments on agenda items.

None.

4. Public comments on non- agenda items.

None.

5. Council was asked to review and approve City Council Minutes from the regular meeting on 5/9/23. Richard Moore made a motion to approve the minutes and motion was seconded by Jennifer Houghton, all for and none against, motion passes.

6. Item #6 was discussed in regard to property for sale on southeast corner of HWY. 317 and HWY107, this item was tabled in order for City Attorney to look into the legalities.

7. Item #7 regarding the Little League was not discussed.

8. Item #8 was discussed, and a presentation was given about the City entering into a new electricity contract with NRG if Council approved. John Carpenter made a motion to approve, and the motion was seconded Jennifer Houghton, all for and none against, motion passes.

9. The City Audit is presented by Brockway, Gersbach, Franklin & Niemeier, P.C., motion is made by Richard Moore to approve the audit and seconded by John Carpenter, all for and none against, motion passes.

10. Item #10 Litigation Update is discussed in an executive session with the City Attorney, Denny Lessman which went into session at 7:00 p.m., and ended at 7:30 p.m. Upon returning updates received from the session were as follows:

Resolution # 2023-0613E was unanimously passed by council following executive session.

11. Staff reports were given by the Utility Director, Police Chief and City Administrator.

12. Motion was made by Jennifer Houghton to adjourn the meeting and was seconded by Richard Moore, all for and none against, meeting was adjourned at 7:40p.m.
