Minutes of the City Council – November 9, 2021

The City council of Moody, Texas met in regular session November 9, 2021.  This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code.  The following agenda items were addressed. 

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT.   Mayor Dowell called the Regular Session of the Moody City Council to order, determined that a quorum was present with Mayor Charleen Dowell, Richard Moore, Karla Alton, Jennifer Houghton, and  John Carpenter. Members of the Council Bar also in attendance were City Administrator , Chief of Police, and City Attorney.  The City Council was called to order and in session at 6:00 PM.
  2. PLEDGE OF ALLEGIANCE & PRAYER.  The group assembled in the pledge to the U.S. Flag and to the Texas Flag.  The group offered a prayer for the group and proceedings.
  3. Public comments on agenda items.

Ivori Murray spoke on issues about dogs and cats. Asked council to enforce animal control ordinances.

4. Public comments on non agenda items.

Aaron Caperton asked about beautification fee.

Aaron Caperton talked about August 10th council meeting.

Randy Gates talked about election, saying some annexed people may have not been able to vote.

Sandra Houghton spoke up in support of police and council regarding animal control.

Cheryl Lafitee spoke up in suport of city council.

Jamie Stout spoke on clogged storm drains.

5.  Approval of the minutes from October 12, 2021 reviewed and approved minutes as read, Motion to approve was made by Karla Alton and seconded by Richard Moore. All for none opposed.

6.  There was discussion on rezoning the property on Cora Lee Lane from single to multi-family, in order for the property owner to build a duplex on property. Motion to rezone property was made by Richard Moore and seconded by Jennifer Houghton. All for and none against.

7. There was discussion on having an animal control officer. Motion to table action was made by Richard Moore, and seconded by Jennifer Houghton. All for and none against.

8. No discussion on parking on Avenue B until further research. Motion to table action was made by Jennifer Houghton, and seconded by Karla Alton. All for none against.

9. Discussion on setting dates for public hearings for properties wanting to be annexed. City Administrator working with City Attorney on this. Need surveys from property owners. Motion to table action was made by Richard Moore, and seconded by Jennifer Houghton. All for and none against.

10. Staff reports were give by the Chief of Police, City Administrator and City Attorney.

11. City Council went into executive session 06:37 – 07:36 p.m. to discuss litigation.

12. Nothing to report from executive session.

13. Motion to adjourn was made by John Carpernter, and seconded by Karla Alton. 07:40 p.m.
