MINUTES of the City Council, January 9, 2024

The city council of Moody, Texas met in a regular session, January 9, 2024. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Pro-Tern John Carpenter called the Moody City Council to order, determined that a quorum was present with Richard Moore, Karla Alton, Michael Bransford and Carol Haas present. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag

and to the Texas Flag. The group offered a prayer for the group and proceedings.

  • Public comments on non-agenda items.

Sherry Ruiz came in to discuss the eclipse that will happen on April 6th/8th. She was wanting to see if City Council is aware.

  • Public Comments on agenda items. None.
  • Item #5 approval of minutes for December 12, 2023. Council was asked to review and approve the council minutes from last meeting. A motion was made by Karla Alton and seconded by Michael Bransford. All for and not against.
  • Item #6 Staff Reports from the Utility Director, Chief of Police and City Administrator were given.
  • Item #7 Appoint Council member. Council went into executive session for this item at 6:11p.m. Council meeting was back in session from the executive session at 6:38 pm, report from the session is that Carol Haas will be appointed for the open council seat.
  • Item #7 Appoint council member Carol Haas. Motion was made by Karla Alton and seconded by Richard Moore, all for and none against, motion carried. Carol Haas was sworn in by Mayor Pro­ Tem, John Carpenter.
  • Item #9 Resolution to clarify health insurance. Clarification was made just restating the amount of

change per city employee, per month is $400 to $530. Motion made by Richard Moore and seconded by Karla Alton, motion carried.

  1. Item #10 2024 Holidays. There were no changes to any of the holidays this year. Motion made by

Richard Moore and seconded by Michael Bransford. Karla Alton voted against the holidays. Motion still carried with 4 ayes.

  1. Adjournment. Motion was made by Karla Alton and seconded by Michael Bransford, motion

carried, meeting adjourned at 6:45 p.m.
