MINUTES of the City Council, December 12, 2023

The city council of Moody, Texas met in a regular session, December 12, 2023. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro­ Tem, John Carpenter, Richard Moore, Karla Alton, Jennifer Houghton and Josh Richter present. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
  3. Public comments on non-agenda items. None.
  4. Public Comments on agenda items.

Ms. Tammy spoke on the sewer stop up at 201 Whitson.

s. Item #5 Approval of Minutes for November 14, 2023. Council was asked to review and approve the minutes from the meeting on November 14, 2023. A motion was made by Josh Richter and seconded by Jennifer Houghton. All for and none against, motion passes.

  • Item #6 Staff Reports: Staff reports were given by Utility Director, Police Chief, and City Manager.
  • Item #7 Coronavirus Recovery Funds. City Manager, Keith Fisher, explained to council that funds were still available from the Coronavirus Recovery Funds and he was asking for permission to use those funds for a backhoe, sewer machine, and dumptruck. A motion was made by Josh Richter to go forward and seconded by John Carpenter. All for and none against. Motion passes.
  • Item #8 Swear in new council member: Mayor Charleen Dowell swore Mr. Michael Bransford in as the new council member.
  • Item #9 Discussion and possible action on the City Council appointing council member to fill a

vacancy: No motion was made, a notice will be put on the city’s website for anyone wanting to be considered for the open city council seat.

  1. Item #10 Health Insurance (Budgets): Council voted to allow for employees to receive more funds

to cover the rise in health insurance costs. A motion was made by Karla Alton and seconded by Jennifer Houghton, all for and none against. Motion carried.

  1. Item #11Police Department: Questions were asked to Chief Kennedy from Councilwoman Karla Alton, no motion was made.
  2. Item #12 201Whitson Sewer Stop Up:City Manager gave an update on the situation at 201

Whitson. No motion was made.

  1. No executive session needed.
  2. Item #14 Adjournment: A motion was made by Jennifer Houghton to adjourn the meeting and seconded by John Carpenter. All for and none against. Meeting adjourned at 6.26 p.m.
