MINUTES of the City Council, October 10, 2023

The city council of Moody, Texas met in a regular session, October 10, 2023. This meeting was duly announced in accordance with Title 5, Chapter 551, of the Texas Government Code. The following items were addressed:

  1. CALL TO ORDER, ESTABLISH A QUORUM IS PRESENT. Mayor Charleen Dowell called the Moody City Council to order, determined that a quorum was present with Mayor Pro-Tem, John Carpenter, Richard Moore, Karla Alton, and Josh Richter present. Members of the Council Bar also in attendance were the City Administrator and Chief of Police. The City Council was called to order and the council meeting started at 6:00pm.
  2. PLEDGE OF ALLEGIANCE & PRAYER. The group assembled in the pledge to the U.S. Flag and to the Texas Flag. The group offered a prayer for the group and proceedings.
  3. Public comments on non-agenda items.

None.

4. Public Comments on agenda items.

None.

5. Council was asked to approve council minutes for the meetings of Aug. 8th, Aug. 22nd, and Sept. 12th. Motion was made by Josh Richter and seconded by John Carpenter, all for and none against, motion passes. Karla Alton has asked to be shown that she did not vote on the minutes from the meeting on Aug. 8th and Aug. 12th due to her being absent.

6. Council was presented with the information for possible cost of living raises for city staff. The City Manager had the budgets for a 2%, 3%, and 5% raise. There was a discussion, Motion was made by Karla for a 2% raise and seconded by John Carpenter, all for and none against, motion passes.

7. Item #7 was presented to adopt water conservation plan, motion was made by John Carpenter and seconded by Josh Richter. Motion passed.

8. Item #8 Water and Sewer Rates, council was presented with the amounts that are needed to be approved in order to support the loan for the sewer plant. The new rates would need to go up $14 for customers that have only water and $21 for people with both water and sewer. Motion was made by Josh Richter and seconded by Richard Moore. All for and none against, motion passed.

9. Item #9 Trunk or Treat, a representative from the library was in attendance to present the details for this year’s Trunk or Treat. Motion was made by Josh Richter and seconded by Richard Moore. All for and none against. Motion passed.

10. Item #10 Christmas Parade, a member of the Cotton Harvest Festival was in attendance in order to give details in regard to the idea for the Christmas Parade. The date is still to be established. Motion was made by Josh Richter and seconded by Karla Alton, all for and none against, motion passed.

11. Item #11 Municipal Courts Week. This year the court wanted to present information to the community for Municipal Courts Week. Motion was made by Richard Moore and seconded by Josh Richter. All for and none against, also a Resolution was signed in order to observe Municipal Courts Week every year.

12. Executive Session not needed.

13. Motion was made to adjourn, Karla Alton and seconded by Josh Richter, all for and none against, motion passed. Meeting adjourned at 7:55 p.m.
